Are you a student from Bihar dreaming of higher education but worried about the fees? The Bihar Student Credit Card (BSCC) is your gateway to pursuing graduation without financial burden. This government-backed scheme provides up to ₹4 lakh in financial assistance for higher education in DRCC-approved colleges across India, including Delhi NCR.

In this blog, we’ll cover everything — from eligibility to loan disbursement, required documents (including Bonafide letter), and how to apply.

What is Bihar Student Credit Card Scheme?

Launched under the Bihar Government’s “7 Nishchay Yojana”, the BSCC scheme provides education loans up to ₹4 lakh to students who have passed 12th and wish to pursue higher education in India. The goal is to empower students from Bihar with accessible and affordable education opportunities.

Who is Eligible for BSCC?

  • Resident of Bihar
  • Passed 12th from Bihar Board or any recognized board
  • Admission into a DRCC-approved college or institution
  • Courses after 12th (like B.Tech, BBA, BCA, B.Sc, MBA, PGDM etc.)
  • Graduates can also apply for post-graduate or professional courses

What Does the ₹4 Lakh Cover?

The ₹4 lakh provided under BSCC is not just for tuition fees. It includes:

  • College tuition fees
  • Hostel accommodation charges
  • Books and study material
  • Other academic-related expenses

Documents Required for Bihar Student Credit Card

Make sure to have the following documents ready when applying through your local DRCC (District Registration Cum Counselling) center:

  • 10th and 12th mark sheets
  • Aadhaar card of student and parents
  • Recent passport size photographs
  • Domicile certificate of Bihar
  • Admission letter from college
  • Bonafide letter from college
  • Income certificate of parents
  • Bank account details (student/guardian)
  • Valid mobile number & email ID

What is a Bonafide Letter?

A bonafide letter is an official document provided by your college confirming that you have taken admission in a particular course and you are a genuine student of the institution. It is mandatory while applying for BSCC and should include details like course name, duration, fee structure, and college seal.

How to Apply for Bihar Student Credit Card

Follow these simple steps to apply for the BSCC scheme:

  1. Visit the official site: 7 Nishchay Yuva Udbhawana
  2. Click on “Apply for Student Credit Card”
  3. Register using your mobile and email
  4. Fill out the online form and upload required documents
  5. Book appointment with your nearest DRCC office
  6. Submit your documents physically and complete biometric verification
  7. Once verified, loan will be processed and disbursed to your institution

How is the Loan Amount Disbursed?

After successful document verification and approval, the loan is directly transferred to the college’s bank account in installments as per the academic schedule. Hostel and book charges can be claimed as well with appropriate bills.

Is There Any Repayment After Graduation?

Yes, the loan is repayable after a moratorium period of the course duration plus one year. Interest is minimal and is paid by the Bihar Government during the course period. Repayment starts once the student gets employed.
